Go ahead! The implementation should be similar to our BlobsV2Request, but without the last if res.iter().any(|blob| blob.is_none()) check. I don't have any test vectors, but there are implementations on other clients. Let me know if you have any questions.

Seemed simple enough but I couldn't find a test for BlobsV{1,2}.

Yes. We lack tests for RPC endpoints, because most of them are already tested through hive. I think getBlobsV3 doesn't have any tests yet, though.
