Configure custom.js in windows 10

Summary

Trying to setup jj as key binding for on Windows 10 OS. However, it is not working. Can anyone help with this?

It's working fine with the Linux OS.

I am following the same steps on Windows i,e:

1. Creating the custom.js file
2. Copying the code for the key binding
3. Restart jupyter notebook
