If a task ends with a submit failure in slurm, slurm never gets to the point where it writes the .err file in the workflow directory so there's no record of what caused the submit fail.
This is also need for Flux so I'm changing the title.
I was able to create an example when I have an environment in Flux that won't allow "from flux import job"
I'm not sure how to recreate an example for slurm.

Could we make up something to go in the metadata. Still the user would have to know to look there.
