…sent Cherry-picked hunk from upstream PR lbjlaq#3192 by eddieparc. cloudcode-pa (v1internal) rejects googleSearch combined with functionDeclarations and does not honor tool_config.includeServerSideToolInvocations (PR author verified upstream still returns 400 with the flag set). resolve_request_config computed contains_non_networking_tool but discarded it into `_has_non_networking`, so a request carrying both a local tool and a web_search tool entered web_search mode and 400-ed. Gate networking on the absence of local function tools: enable_networking = (is_online_suffix || has_networking_tool) && !has_non_networking Addresses the 400 cluster in lbjlaq#3374, lbjlaq#3307, lbjlaq#3300, lbjlaq#3326. Behavior change: an explicit -online suffix combined with any local tool now silently drops web search instead of failing. Upstream cannot mix the two, so failing open to agent mode is preferred over a hard 400. Only the common_utils.rs hunk was taken. The PR's claude/request.rs half is already effectively landed upstream (supports_mixed_tools is hardcoded false) and would conflict. Not build-verified locally: no Rust toolchain on this machine.
