Add list of leap organizational software accounts #128

I just applied for a Pypi org for leap in order to avoid running everything through my account (see leap-stc/leap-data-management-utils#8).

We should maintain a list of accounts and who maintains them to the docs.

I will also try to decentralize other accounts we maintain:

quay.io
others?
