It's time for a theming overhaul! I'm thinking that we should fully upgrade bootstrap, integrate bootstrap into more of the website elements (right now we only really use it for buttons and other minor things), then integrate bootswatch "themes" as the default customizations (which admins can then tweak).

One thought we got from SplashCon feedback: consider turning links into buttons for a more modern look. Even adding beveling/shadows to some of the current menu options (gray box or main manage page) makes it look more modern
