Enhanced `jlpar` reader

Read functionality for jlpar to read certain pars for a subset of runs for all channels while replace non existing values with NaN

We should allow for multithreaded reading of pars across partitions, runs and detectors to streamline certain operations such as get FWHM over time etc. The output format should contain information about the TimeStamp of each loaded value and each detector.
We should also add plot recipes in LegendMakie.jl for better visualization following the current plot styles from @jonasschlegel
