Why is there a separate `ssh` action?

It seems to be a cheap operation, so I don't understand why it isn't part of the normal setup action? Or if it has to be optional, why isn't it a setting on the setup action?

If there is a reason to keep it separate, then I think the name is misleading; it should be ssh-setup and not just ssh because it doesn't actually establish an ssh connection.

Why does it depend on the creation of an instance? I just tested adding an Include line with wildcards to ~/.ssh/config and it works fine for me on macOS:

Include ~/.lima/*/ssh.config
