Add auth key arg to LiquidVotingAuth.Release.create_org

When recreating Demo Organization and Bonafide Test Organization on new dbs, we need to keep them with the same auth keys, so that examples and smoke tests using them don't need to be updated.

As of now we're able to use the Release helper to create a new org, but not set the auth key itself.

In other words, we want
