Add support for encrypting data transmission between LiveKit and SIP Trunk Providers

LiveKit should add support for encrypted data transfer between LiveKit and Dialers (SIP Trunk Providers). Twilio has a feature called SecureTrunking, which allows the communication between intermediaries to be encrypted.

Use cases

1. Allows the data transferred during a telephone conversation to be encrypted betweeen LiveKit and Trunk Providers.

@dennwc - Thank you for linking the PR. Any rough estimate on when this will go live? I am assuming that the docs will be updated too to enable this feature in the SIPTrunk setup.

Noob question: I am new to the SIP world. So please help me understand if the above linked PR will allow us to encrypt data between LiveKit and any of the SIP Trunk providers? And not just specific to Twilio?
