Avoid repeat metrics location queries

Right now the shutdown and drain steps need to locate the metrics service. We should ensure we have all the metrics data we need in the JSON event when we 'Ensure Metrics Service' running step.

Later steps needing the metrics ARN, private IP, etc. can then just look there.
