chore: handle failed transaction receipt retrieval

Background

In the on_chain group_manager the proc to register a new RLN membership seems to go into an infinite loop when the transaction receipt is not retrieved.

Details

This was noticed on waku.test when the account registering the membership did not have sufficient allowance for the registration fee.

Acceptance criteria

• Limit number of retries
• Log descriptive error message
• return an error
