Certified email (known as Posta elettronica certificata in Italy, or PEC in short) is a special type of email in use in Italy, Switzerland, Hong Kong and Germany. It provides a legal equivalent of the traditional registered mail where users are able to legally prove that a given email has been sent and received. Probably the whole EU is going to embrace the concept.
Being able to use a envelop symbol to mark email and a visually matched but differentiated envelop symbol to mark certified email would be useful in these countries.
Design ideas
While there seems to be no single symbol associated to it, common visual representations of certified email include an envelope with a seal. A few examples:
