bikeshedding: rename m-lab/speedtest

It seems a bit redundant to call this repo m-lab/mlab-speedtest. I would suggest to go for the shorter and equally clear m-lab/speedtest. (We also have m-lab/go, so I would say calling this repository m-lab/speedtest would not be surprising given other repo's names.)
