Build for SDK version #27 -- is it possible?

I have a Nook eReader that runs some version of Android 8.1. I tried to install this app but it says:

Failure [INSTALL_FAILED_OLDER_SDK: Failed parse during installPackageLI: /data/app/vmdl1338339775.tmp/base.apk (at Binary XML file line #7): Requires newer sdk version #29 (current version is #27)]

Is it possible to build this against sdk version 27 so I can use it on my eReader?

Try to build it yourself in android studio. Set minSdk to 27 in app/build.gradle.kts.
