Add a check_setup script

It would be nice if there was an easy way to confirm that the system is properly configured to run all of the scripts. I imagine such a script would check for a valid configuration file, ensure all dependencies are satisfied, verify that all directories exist and have proper permissions, test that all scripts can be run without errors (likely calling them in a noop mode), and perform a couple of HTTP(S)/DNS tests against the site.
