Standalone transforms library

The accelerated transforms in VisCy can be quite useful for many other projects. Will there be an effort to split it out so it's easier on dependencies?

@ziw-liu I agree the accelerated transforms are super useful for other projects and it makes sense to split them out.

@alxndrkalinin was considering breaking up viscy to submodules and this might be one of the first things to split out earlier next year.

• torch
• monai.transforms
