Build docs

Building docs for Heroku requires the devcenter gem. That gem seems to require a version of Ruby 2. It does not work with 3. Install with:

gem install devcenter

To compile individual *.md files into the final documentation execute:

$ ./build_direct_docs.sh
$ ./build_heroku_docs.sh

This will create the folder out_direct with the documentation for our webpage as well as the out_heroku/memcachier.md file with the Heroku documentation. Push the changes to Heroku:

$ devcenter push out_heroku/memcachier.md
