Adapt playbooks for ansible v11

the openvswitch_bridge module was moved out of ansible-core
we need to add openvswitch.openvswitch collections to requirements, and I think we also need to be explicit when calling it in network_setup_tasks.yml -> openvswitch.openvswitch.openvswitch_bridge

This is needed before we can move to ansible v11.
