load_and_validate_env.sh loads the generic azure URL not the custom URL

Describe the bug
When loading items from the config file the TRE_URL is set to the genric URL not the URL that is supplyed in the config file.

Steps to reproduce

1. Set a custom_domain in the config.
2. Run the deployment,
3. You will see that things are set as the generic URL.

Azure TRE release version (e.g. v0.14.0 or main):
main

Deployed Azure TRE components - click the (i) in the UI:
UI Version: 0.8.8
API Version: 0.24.3

Could we have this check if the custom_domain is set. if it is then use that insted?

Hmm, I think #4248 probably needs resolving first.
