Do end users need premium License?

So end users need premium licenses too? Is this intentional?

Yes, This is intentional. End users can run code apps if they have one of the following:

• A Power Apps premium license
• Pay‑as‑you‑go enabled
• An App Pass
• Auto‑claim enabled, which automatically assigns a premium license to the user if one is available in the tenant
