Seems to have been triggered by the merge of #241123. Setting sync was working fine yesterday.

There is a proxy between me and vscode-sync-insiders.trafficmanager.net that may be resulting in the HTTP 403 observed in the setting sync logs. Not sure and unclear how to test if this is the case.
Turning of the syncing of prompts restores setting sync functionality.
