VS Code Insider 1.98.0 never finishes updating

Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: 1.98.0 - insider
• OS Version: Windows 11 Insider Preview Build 27788

Steps to Reproduce:

1. Latest insider build of VS code doesn't update even though it says installing .

For me to get VS code insider to update I have to run this powershell script then I get an updated version
