Debug console autocomplete stops working after first debug session

Autocomplete stops working when starting debugging a second time. This appears to have been introduced in 1.97.2
It has been mentioned here #239900 (comment)

I have searched and not found any other reports of this bug

1. Set a breakpoint in a Python script
2. Start debugging
3. Type a letter in the debug console
4. Autocomplete works
5. Stop debugging
6. Repeat steps 1-3
7. Autocomplete doesn't work
