`windows-rdl` doesn't quite handle `...Gdiplus.Color`

This struct has a bunch of scoped constants that look like enum variants but are really const fields in metadata. We need to find a suitable way to represent those in RDL.

Ha, that's because it really was a nested enum inside the struct originally. 😭

This should probably just be a scoped enum in metadata... In RDL it might be:

I'm thinking we represent Gdiplus::Color's constants as a scoped #[repr(u32)] enum in metadata, mirroring the original nested enum structure.

This is not really a question about what to do but how to do it so that the metadata is model correctly in the first place. We're working on some improved metadata generation tooling to make that possible.
