Should the silent mode installer launch the installed app?

I am building an installer for my application and I plan to publish it to WinGet. The installer has an option to launch the installed application after installation. This option is enabled by default. Is there any policy on whether the installer running in silent mode should launch the application, or such installer is no longer considered silent? What if the application runs in system tray and does not show any windows to the user?

This repository enforces the policy that applications must be able to install "silently" due to the nature of enterprise and package import scenarios. Effectively, a user should be able to run winget import packages.json and have confidence that all the packages will install without any user interaction such that they could walk away and come back when all the packages have finished installing. It is definitely preferred that silent installations are entirely silent - including suppressing auto-launch when possible (many installers have a special switch for disabling auto-launch); however, the true requirement is simply that it be able to install unattended
