[Package Issue]: Microsoft .NET SDK: Upgrade installs the packages, but still says updates are available

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Installation issue.

Brief description of your issue

Created an winget-cli/issues/4609 already. I am creating this as per the recommendation there.

winget upgrade shows some Microsoft .NET SDK updates as available. Installed them using winget upgrade --all. Once installation is completed when running winget upgrade still shows updates.

Steps to reproduce

winget upgrade
winget upgrade --all
winget upgrade

Actual behavior

Once updates are installed, still it displays updates are available.

Expected behavior

Once updates are installed, it shouldn't be displayed again as available.

Maybe UpgradeBehavior: uninstallPrevious is necessary?

While the PR fixed the issues in some particular version, the very next version doesn't have the fix included. For example, looking at Microsoft.DotNet.SDK.6.0.427, there is no UpgradeBehavior set and so the issue still exists. Same with at least SDK 5.0.408
