When we reach the max count for some bit, halving both counters is inefficient, instead, consider an adaptive rule.
Inspired by Gotty's post: https://encode.su/threads/4008-A-model-for-fpaq0p-like-compressor?p=78693&viewfull=1#post78693

This is equivalent to a mixer preferring more confident models but on the counter level.
