Incorrect spelling of Peruvian region "Amazonas"

Steps to Reproduce

1. Create an account, or go to /profile on an existing account
2. Set the "Country" to Peru
3. open the "State of Territory" drop-down list

Expected Behavior

• The first item in the list should be Amazonas

Actual Behavior

• The first item on the list is Amarumayu

acceptance criteria

• update our fork of the iso-3166-2.js library
• update micromasters to use the updated fork
• push an upstream fix, in case anyone is still maintaining it
