MAINT: Release 1.10 #13302
Description
We are a bit behind our release schedule, 1.10 should have been out earlier this month. I think we should shoot for getting it out in the next couple of weeks (by Friday 7/11) if possible. I have re-milestoned most 1.10 issues and PRs, feel free to look through the list of open ones and mark what you think are blockers for 1.10:
