Notification counter seems wrong

For some apps, the notification counter seems to show numbers that are too high, e.g., when I activate an alarm, it shows the 'Clock' app with 2 notification, but I see only one in the notification list. There is a counter in the documented Android API for this, but maybe it works differently, or maybe the app does not read it correctly.
