Offline notification

The new buffering icon completely covers the element and any controls, including when the broadcast is offline. We should instead show a message that the broadcast is not live (when controls: true).

I think we fixed the issue where the buffering icon completely covers the element in #728; however, it seems like a recent change prevents the spinner from being center over the canvas - adding display: flex to the bufferingContainer should fix this.

As for the offline message, should that be displayed in favor of the buffering spinner? Or only if there is no incoming stream?

@christriants Ah yeah, the buffering icon is in the top left corner now.

IMO when the state is offline, we shouldn't show the spinner because nothing is loading. When the reload flag is present we'll wait until the broadcast starts (and a message to that effect might be nice), but if it's not present then nothing will ever load again.

NOTE: The reload flag is missing on hang-watch in the demo by accident. I remove it to test Cloudflare's relay but accidentally committed it.
