Volume for devcontainer images

Describe the behaviour you'd like

I had an idea today while waiting for the "rebuild" of my devcontainer image when the vm was created this morning.
Maybe we could attach a volume to the VM to hold container images when the flag is set to reuse the same VM, so that we wouldn't need to rebuild it every time we restart (rebuild) the vm.

Describe alternatives you've considered

Not turning of machine, not really an option because of billing.

I like this idea.

I'm not actively developing this project any more as I don't use it much, but I'll happily review and accept any PR written for this.

I would suggest that this is something that has an ability to opt-in on this because it would leave a volume hanging around. It would also need a way of overriding a specific image without killing them all.
