A user interface is needed for printers to be added and updated in. This will be accessed from within a new accordian section on the Settings page

Create a new accordion for Printer Configuration

Create a button called 'Printing Preferences' - this will later be used to navigate to a new page

This will not be controlled by any permissions settings
