Use actions/setup-java instead of Docker? #1

I'm not sure what is the better option, I could use the actions/setup-java and just put the jar file in this repo, the jar file would still need to be a ueber/shadow jar though (I think). Otherwise we would need mvn/gradle to pull all the artifacts.
