Provide pre-built vendor libraries for linking #2080
Description
Externally provided libraries are currently built everytime, which is a waste of computing resources, since these libraries do not change most of the time. By providing opt-in pre-built libraries to link against, that waste could be avoided and intial productivity friction can be reduced.
