🧰 MLIR - Expose new passes in Catalyst plugin

We should update the exposed passes in the Catalyst plugin once we have more passes.

In the future, we will most likely want to expose all of our dialects and transformations/conversions here. Could be worth tracking that in an issue.

Just adding a bit of information here:
Once the first version of the Catalyst plugin is launched, we should establish (and document) some best practices on how we are adding new passes to the plugin.
