Add ability to set the Network Driver of a Platform via a module parameter network_driver.

I'm not quite understanding this. At one point we were thinking about moving everything to Action modules since these should only be run from a controller. But ultimately decided against it saying that someone may want to run the modules with delegate_to when they need to "proxy" through another host to run this, at least if I'm understanding the feature request on this right.

I'm not sure what you're talking about there, this issue is only asking to add the network_driver argument to the platform module https://docs.nautobot.com/projects/ansible/en/latest/networktocode.nautobot/module/platform.html#parameters

Got it. That seemed like we were talking about setting the platform within Ansible. Agreed, let's get this going.
