Reorganize reports by topic vs. old regions #111
Description
The old region labels are no longer of much use given the consolidation of SDQS and GIS specialist duties and new region names. Who knows how long those will last. Organizing the reports by topic or task seems like it would be simpler to navigate.

- DMU data
- legend management
- spatial data summarized by 'xxx'
- misc
... Or something like that.
