Description field missing from API views for COT/COTF

Steps to Reproduce

1. Query /api/plugins/custom-object-types or /api/plugins/custom-object-type-fields
2. See there is no "description" field included in the "fields" list entries or in the entries for COTF.

Expected Behavior

The description field should be included.

Observed Behavior

The description field is not included.

COT does include the description but fields do not.

I was referring to the "fields" list in COT, not the COT itself.

[ed-ud]

"comments" is missing as well for COTF.

[ed-ud]

The Behavior fields are missing from the COTF API view as well.
