programs.nh module on nix-darwin?

nix darwin has nix.gc options so I think it would make sense to have programs.nh work there as well.

nix-darwin#1744 seems to have made good progress in implementing a module. Since I don't use Darwin and don't necessarily have a say in how NH modules are upstreamed, I'm going to be closing this issue. Future progress should be tracked over at the nix-darwin repository. There is nothing to do on our end unless nix-darwin team asks us to make changes that make their lives easier.
