[SimpleHelpTickets] Rework commands, enhance and install

Rework commands to be based off of /ticket base command and then install this on Nyvaria.

Add the ability to add and remove tags including locations and player names. For locations, staff should be able to visit the location(s) tagged with an issue.

Also consider revising this in general so it can also be used as a general purpose info tracking solution by staff (i.e. to note stuff that's happened with players, etc).

Then get this setup on Nyvaria.
