i64.as-i32 prints 2147483648 as 2.147484e9 in its out-of-bounds message #9725

i64.as-i32 prints the rejected number with %s, which rounds it:

Can't convert i64 number 2.147484e9 to i32 because it's out of i32 bounds

The value is 2147483648, one past the limit, and the message can't tell it from 2147483647, which fits. number.as-i64 has the same problem: Can't convert number 9.223372e18 to i64. i32.as-i16 prints 32768 in full.

The message should print the exact integer.
