Incorrect Test of Equal Objects

@SorooshMani-NOAA The other thing that was weird though was when that vortex object was read in from file and then copied, it suddenly reverted to giving BEST and b. This was in the test case where it compared track_1 vs track_3. And because of this they were not equal, although the comment was saying about the velocity recomputation.
