Create graph of chords with the following chords:
major <-> minor
sus4 <-> sus2
diminished 3 and 4
augmented
major7 <-> minor6
minor7 <-> major6

Transitions:
G7 -> C
G-B-D# -> C-E-G
3 chord <-> 4 chord
sus <-> minor/major
one note diff

Rooted chords might be considered here as well. One nonrooted chord coresponds to multiple rooted chord (each chord tone can be the root)
