Could it be that these aren't up-to-date anymore? because according to this: https://origin-release.ci.openshift.org/releasestream/4-scos-stable/release/4.14.0-0.okd-scos-2023-12-21-073212 the current stable SCOS version should be 414.9.202312201452-0, but that version seems unavailable on AWS.
