Document where to get build IDs (https://okd-scos.s3.amazonaws.com/okd-scos/builds/builds.json) and how to build artifact URLs (
https://okd-scos.s3.amazonaws.com/okd-scos/builds/413.9.202303050612-0/x86_64/scos-413.9.202303050612-0-qemu.x86_64.qcow2 or https://okd-scos.s3.amazonaws.com/okd-scos/builds/413.9.202303020610-0/x86_64/scos-413.9.202303020610-0-live.x86_64.iso) until release-browser is in place

Could it be that these aren't up-to-date anymore? because according to this: https://origin-release.ci.openshift.org/releasestream/4-scos-stable/release/4.14.0-0.okd-scos-2023-12-21-073212 the current stable SCOS version should be 414.9.202312201452-0, but that version seems unavailable on AWS.
