Add a section too the home page for latest news. The content for this section should be added to the index.md page, but could be part of the page metadata or a section, possibly introducing a admonition?
The home page must also display correctly if there is no latest news content.

Currently an admonition is being used, but this doesn't look great

we chatted about this issue in the community devel meeting today, i think if we can scope the work a little tighter here it will help us in finding more contributors.

for next meeting, @binnes when you are back let's take a swag at recording which option we agreed upon and maybe some hints about what action needs to be taken.
