Create a virtual event to populate an OKD operator catalog

Meeting notes 6 Sept 2022:

Need to have a community meeting to setup the catalog, work out the process of how operators are added to the catalog and how the catalog can be added to the OKD installer.

Luigi is also planning on making a video about the operator pipeline, which will provide a good training option before the event. We should also link with the Operator Framework team to get resources about operators to any interested participant to help make the day more productive
