It isn't an issue related to the OS. The directory where Go places compiled binaries is not in your shell's PATH.
You can fix this by adding the Go bin directory to your PATH.

1. Add the Go bin directory to your PATH for the current terminal session:

   export PATH=$PATH:$(go env GOPATH)/bin

   If GOPATH is not set, it usually defaults to $HOME/go, so you can also use:

   export PATH=$PATH:$HOME/go/bin

2. Make the change permanent:
   To avoid running the export command every time you open a new terminal, add it to your shell's configuration file. For Ubuntu, this is typically ~/.bashrc.

   echo 'export PATH=$PATH:$(go env GOPATH)/bin' >> ~/.bashrc

3. Apply the changes:
   Either restart your terminal or run the following command to apply the changes to your current session:

   source ~/.bashrc

After doing this, make install should be able to find gofumpt.

@gabrielsroka, I am not the maintainer of this repo or associated with Okta, but it should work on all the OS. The solution I gave you is for Ubuntu.
