Update PoC to make use of rust shim calling go code

This is being implemented inside of https://github.com/ooni/probe-multiplatform/pulls/2

It's building but the artifacts are not getting copied over: #2 (comment). Still some more work is needed to get it finalized, but I am going to move this back into the backlog since we have decided this is no longer a priority.

In terms of feasibility it seems feasible which was kind of the goal.
